NIN: NIMC says Nigerians must now provide NPC certificate to modify date of birth

The National Identity Management Commission (NIMC) has said that Nigerians applying to change their date of birth on the National Identification Number (NIN) database will now be required to provide an electronic civil registration and vital statistics system (e-CRVS) certificate from the National Population Commission (NPC).  

The Commission stated this in new guidelines for date of birth change it released on Sunday via its X handle. In addition to the certificate, NIMC said copies of other valid documents such as identification and application letter for modification will now be addressed to the DG/CEO, NIMC.  

Before now, only an affidavit and the payment of N15,000 are required for the modification of age and other modifications on the NIN system.

According to the Commission, with the new guidelines, date of birth modification can only be done once in a lifetime and only at NIMC enrolment centres.  It warned that its licensed agents are not allowed to do date of birth modification and other forms of modification. 

Applicants express concerns 

Meanwhile, some Nigerians seeking to modify their date of birth on the NIN database have expressed concern that the new guideline would further extend the delay in getting the modification done at NIMC.

There have also been allegations of extortions and intentional delays at the NIMC centres.  

  • However, the new Director-General, Engineer Abisoye Coker-Odusote, said she was working to end all forms of unethical practices within the Commission. She also recently announced that the Commission has cleared over 2.5 million backlog of modifications to NIN.  

The e-CRVS 

President Bola Tinubu last month launched the e-CRVS of the NPC, a platform that digitalizes all civil documentation such as birth and stillbirth registration, birth attestation, adoption, marriage notification, divorce notification, migration, and death. 

  • According to the Chairman of the NPC, Nasir Kwarra the e-CRVS was part of Nigeria’s way of complying with the resolutions of the African Ministers Conference held in 2022 and scaling up the automated process in Nigeria. 
  • He added that the system provides a digital certificate in all cases, an accessible verification platform to registered organizations, and has a central management system (dashboard) that depicts and analyses collated civil registrations into vital statistics for proper decision-making.” 
  • The chairman said that the process marked a complete departure from traditional paper-based recording of vital events to a state-of-the-art digital solution that conforms to international best practices. 
  • He added that the eCRVS system would revolutionize how vital events were recorded, tracked, and analyzed in the country.

    Let us wait and see how this works. The major problem now is that we have returned to those days when getting enrolled for NIN was difficult and exorbitant. The DG is saying she wants to end extortion at NIMC, but her actions are fuelling extortion. If you visit Nimc enrollment centres around, the cost of enrollment before now has increased even though she said her mission is to end extortion . Large crowds are now mark of those ce ntres. The DG should kindly conclude the revalidation of NIMC front end partners so as to bring enrollment centres close to the people and bring down the cost of enrollment. The number of enrollment centres presently can not meet the demand. It simply works according to the law of demand and supply.

    It is a new development and I as a person I am in support of it. But one thing nimc must make clear to all Nigerian people who are going for DOB and name modification. Getting the NPC certificate is it ” free” to acquire it before proceeding to the nimc office or Backend partner agent for the DOB and name modification. It has to be stated clearly to avoid any extortion from the people of Nigeria.

    We are appealling to the DG NIMC to kindly give us a second chance to update our NIN information for the second time again because we still have an issues because all human beings can make a mistakes.
    Because this restriction will affects our bank and pension savings.

    NIMC should allow license agents to carry out data modifications for people in order to the ease the process. The wrong data capture was not the fault of the clients but that of their inefficient staff.. the new DG/CEO is only compounding the problem.

      I learnt the Npc attestation is N6000, and the requirement for it is declaration of age from high court which is another N3000. Even if u have Npc birth certificate they will tell you to go get the declaration of age, which means duplication and I find no sense in it. This development will only make life more difficult for the poor if they fall victim of birth modification in NIN because it attract more expenses. To me if you have birth certificate, that should suffice because it is also from Npc and captured in their system.

        A relative did the NPC and declaration of age, she was told to get her primary or JS school results that shows her age. Nothing is easy in this country

    It is all nonsense, it is just a way of making life more difficult the people, why do we have to go through different bio-data collection agencies just to have your data captured, it’s just absurd

    This is all a load of bull. Another door for extortion by a different group has been open. I don’t see how meeting another document from another source helps.
    The DG is aware of this extortion. All she need put in an order saying there should be no payment of such. Also Nigerians need to stand for their right. We all are quick to paying for things we want. Things that should be free. This is why the extortion will continue.

    This is just senseless! In trying to modify the DOB for the NIN you need an NPC certificate, and at the NPC you still need the NIN to attest your DOB is it the NIN you’re trying to correct that you will still submit? Make it make sense to me.

    A pack of people that want to recoup their political appointment spending through the back door. That is just it. The different agencies cannot harmonize themselves such that data are share in the platforms to enable good governance but they want to distort it the more. Very unfortunate.

    It is better you make the NPC free for Nigerians. Also allow more agents to carry out the modification as usual.This helps youth employment .Please dont be making things very difficult for masses,just make it compulsory but available and accessible…since people must pay for NIN,no need to pay for NPC again.Why are you always making things difficult and stressing masses.

    Dg has made life so unbearable for the people to be honest. I witnessed it myself today, going to NPC to get an attestation letter to change my D0B but when I get there,i was told to pay 11,000 naira for both attestation letter and declaration of age.
    After I have done that,i went to sworn affidavit which I paid also in the process,i came back to NPC then was told to go and come back in 2week times because my attestation letter will be processed by then.

    After I must have gotten my attestation letter from the NPC then i will still go to NIMC center to pay for DOB remital payment of 15,000 before doing my capturing and others there. After doing all that at NIMC center then i will now go to alausa their collation center to submit it afterwards then awaits another week or more for my finally called up to be notified of my final results.

    Too many rigorous processes just to get your DOB modified by NIMC imagine oo chaii ! It is very bad of my country shalom.
