The Nigerian Civil Aviation Authority (NCAA) has launched a centralized digital platform for personnel licensing and medical certification to reduce delays and modernize aviation regulatory services across Nigeria.

The rollout was announced by the Director General of Civil Aviation, Capt. Chris Najomo, during the PEL/MED Go-Live stakeholders engagement held at the NCAA Lagos Regional Office, according to a statement released via the agency’s official X account on Tuesday.

The initiative is part of the authority’s broader digital transformation programme aimed at improving service delivery, operational efficiency, and regulatory oversight within Nigeria’s aviation sector.

What they are saying

According to the NCAA, the implementation of the Electronic Master Plan for Inspections and Certification (EMPIC) Personnel Licensing and Medical Certification (PEL/MED) system has officially commenced.

  • “The Nigeria Civil Aviation Authority (NCAA) has commenced implementation of Electronic Master Plan for Inspections and Certification (EMPIC) system on personnel licensing and medical certification that will reduce delays in aviation licensing through a centralized database.”
  • Najomo described the platform as a major milestone in the NCAA’s efforts to modernize aviation regulation and strengthen Nigeria’s safety and compliance framework.
  • He explained that the system would consolidate personnel licensing and medical certification processes into a single digital database, significantly reducing delays associated with previously fragmented or manual procedures.

The authority noted that the new system is expected to improve transparency, accountability, and service accessibility for aviation professionals nationwide.

More insights

The NCAA said the first phase of the digital reform would primarily benefit pilots, engineers, cabin crew, and other licensed aviation personnel by enabling faster access to regulatory services.

  • The EMPIC platform will support real-time processing of licensing and certification requests.
  • It is expected to reduce paperwork and administrative bottlenecks that have historically delayed approvals.
  • The system will also strengthen compliance monitoring and improve regulatory data management.
  • NCAA officials stated that the initiative aligns Nigeria’s aviation regulatory processes with global best practices.

Stakeholders were also informed that this deployment marks only the first stage of a wider modernization agenda designed to digitize multiple regulatory functions across Nigeria’s aviation ecosystem.

Why this matters

The deployment of the centralized EMPIC platform represents a critical institutional reform for Nigeria’s aviation sector, where administrative inefficiencies have often slowed professional certification and regulatory processes.

  • Digitized licensing and certification are expected to reduce turnaround times for aviation professionals and operators.
  • Improved compliance systems could strengthen Nigeria’s standing within the global aviation regulatory environment.
  • More efficient certification processes may reduce operational disruptions for airlines and related service providers.

The reform creates a foundation for broader technological modernization across aviation governance.

By improving efficiency and transparency, the NCAA’s digital transition could enhance investor confidence, operational productivity, and long-term sectoral growth.

What you should know

Nigeria’s aviation regulatory authority has gradually been moving away from paper-based systems in recent years.

  • In 2023, the NCAA adopted automated procedures for processing Air Operators’ Certificates (AOC) after decades of manual administration.
  • Industry stakeholders had consistently pushed for automation, citing international best practices in Europe, America, and other advanced aviation markets.
  • Operators frequently raised concerns over excessive paperwork, prolonged processing timelines, and inefficiencies in obtaining regulatory approvals.

The new personnel licensing and medical certification platform builds on these earlier reforms, reinforcing the NCAA’s commitment to full-scale digital transformation of aviation regulation in Nigeria.
