The Joint Admissions and Matriculation Board (JAMB) has blamed the fear of arrest among impersonators and exam cheats for the low turnout recorded during the 2025 Mop-Up Unified Tertiary Matriculation Examination (UTME) held nationwide on Saturday, June 28.
