Oando joint venture begins gas delivery to new 60MW Yenagoa power project

Oando PLC says its joint venture has commenced gas delivery to a newly developed 60-megawatt independent power project in Yenagoa, Bayelsa State.

This was disclosed on April 16, 2026, in a press statement issued by the company, detailing the role of its upstream joint venture with NNPC E&P Limited in supplying gas to the facility.

The development follows the inauguration of the 60MW gas-fired independent power plant located in Elebele, Ogbia Local Government Area of Bayelsa State, by President Bola Ahmed Tinubu on April 10, as part of efforts to improve electricity supply in the state.

The company explained that its joint venture with NNPC E&P Limited played a central role in making the power project operational by initiating and supporting the gas supply infrastructure required to run the 60MW plant in Yenagoa.

It added that the joint venture is solely responsible for supplying gas to the plant under a long-term agreement designed to ensure steady operations.

  • “The NEPL/Oando JV is the sole gas supplier to the plant, with a contracted volume of 11.2 million standard cubic feet per day (11.2 MMSCFD). Gas is delivered via the JV’s Elebele Valve Station, interconnected with a major trunkline, ensuring an uninterrupted feedstock supply to the IPP.”

Speaking on the impact of the project, Group Chief Executive of Oando, Wale Tinubu, said the initiative is expected to strengthen economic activities in the state by improving power reliability.

  • “By enhancing power reliability, we are helping to unlock new opportunities for businesses, improve living standards, and stimulate broader economic growth across the State,” he said.

The power project is expected to deliver more stable electricity to tens of thousands of homes and businesses in Yenagoa and surrounding communities, a significant development for Bayelsa State, which, despite being one of Nigeria’s major oil-producing regions, has long struggled with limited access to reliable electricity.

  • The facility operates as an integrated system combining gas supply, embedded generation, and a dedicated distribution network, ensuring that power generated is efficiently delivered to end users.

Oando further noted that it provided engineering design for the gas connection infrastructure and technical support during the commissioning phase, reinforcing its broader strategy to expand participation in Nigeria’s domestic gas-to-power value chain.

Bayelsa State is the most recent state in Nigeria to establish its own electricity regulatory authority, the Bayelsa State Electricity Regulatory Agency, enabling it to oversee power generation, transmission, and distribution within the state.

  • After meeting legal requirements, including the enactment of a state electricity law, the Nigerian Electricity Regulatory Commission transferred regulatory oversight to BYERA on August 25, 2025, with the transition completed on February 20, 2026.
  • As part of the transition, the Port Harcourt Electricity Distribution Company was directed to establish a subsidiary to manage electricity distribution within Bayelsa.

BYERA now has the authority to issue licences, set tariffs, and promote investment in off-grid and embedded power solutions, positioning the state to attract more energy infrastructure projects such as the Yenagoa IPP.
